Orang Kaya Kaya (OKK)

I refer to the controversy in the appointment of Penampang District Chief.
The appointment of District Chief (OKK), Native Chief (KAN), Native Chief Representative (WKAN), Chinese Community Leader (KapitanCina) and Village Chief (Ketua Kampung) is upon recommendation of a State Assemblyman of the constituency in which the District is situated.
The application, upon signed by the Assemblyman, will be certified and commented by Municipal Council Deputy President or District Officer. These officers had to certified whether the applicant is applying to replace someone whose services had been terminated or had passed away.
The next step will be vetting by the Sabah Native Affairs Council director and agreed by the Council's president before being submitted to the Local Government and Housing Minister for approval.
The letter of appointment is, however, signed by the Council's director.
In the case of a District Chief, who is traditionally known as OrangKaya Kaya (OKK), if he is over the retirement age (56, or 58 years), they normally will opted for the monthly fix allowance of RM2,500.
Those below that age's bracket can be absorbed in the government's salary scale with a monthly basic salary starting from RM2,500. They will be paid more those those under fixed monthly allowance as they will be paid housing allowance and enjoy other perks as of the other government officers.
As it is the Assemblyman's right to recommend the appointment of a District Chief and those under the OKK, it can be safely said that their position is a political appointment. The Assemblyman has the right to recommend for appointment and also have the same right to recommend termination of services.

  1. Great Blog Article. I suggest that JB and SJD tries to educate the uncouth few who have disputed the Government's appointment of the new Native Chief of Penampang. Guess that delineates between those who reads and those who live by mob mentality. Can anyone ask Christopher Mojungkim to reveal to the Public his copy of letter of appointment (given to him when he accepted the post of NC) to which I believe he has to read before accepting and signing the same. I am pretty certain the terms imposed in the said letter would have the express term whereby his position as the NC was subject to the Government's pleasure or something like that. If his letter expressly states that his appointment was for life then I will stand corrected and the Government had grossly made a mistake in appointing the new Native Chief. If it does contain the express conditions whereby he would at the pleasure of the Government, then Christopher Mojungkim should act like a true kadazan and be a man about it. I hope Christopher Mojungkim is not used by certain individuals who have vested interest, maybe even, those who did ask to be recommended for the Native Chief post but were not given and/or as successful as SJD. Let us ask Christopher to reveal his letter of appointment and also the YB's in Penampang re Moyog, Kepayan and Parliament Penampang to reveal who else applied for the post of Native Chief.... in that way, at least it would be fair to Christopher Mojungkim that those behind him had no vested interest in the first place and that they truly believed in his tenure and its continuity therefrom. Sometimes, people do miss the forest from the trees!!!

  3. ...why applied for the already filled position in the first place? It is said that Donald and Bernard advised you, sir, not to report for duty come September 1st as the "new NC."

    And may it be spelled to us...the Penampang rakyats...why is it that Christopher's service was terminated?

    Since it is the prerogative of the YB to recommend appointments and terminatons of service regarding Sabah's Native Chiefs' position...then Donald is always free to revoke your appointment as Penampang's Native Chief...sir!

    Let us be tolerant towards intolerable circumstances that may torn apart the much-sought spirit of PisompuRuvan.......
